(ii) any
voluntary consumer association registered under the Companies Act,
1956 (1 of 1956) or under any other law for the time being in force;
or
(iii)
the Central Government or the State Government;
(iv)
one or more consumers, where there are numerous
consumers having the same interest;
(v) in case of death of a
consumer, his legal heirs or representatives;
- who or which makes the complaint ;
(8) “complaint” means any allegation
in writing made by a complainant that -
(i) there exists defect
or deficiency in electricity service provided by the distribution
licensee;
(ii) an unfair trade
practice or a restrictive trade practice has been adopted by the
distribution licensee in providing electricity service;
(iii) the distribution licensee has
for the electricity services mentioned in the complaint, acharged
price in excess of the price, fixed by the Commission, for supply of
electricity and allied services.;
(iv) the distribution
licensee has recovered the expenses, incurred in excess of
charges approved by the Commission, in providing any electric line
or electric plant;
(v) the electricity
service provided by the distribution licensee, may be unsafe or
hazardous to public life and is in contravention of the provisions
of any law for the time being in force;
(i)
Recovery of expenses incurred in excess of charges
approved by the Commission in providing and electric line or
electic plant.
(9) "consumer" means any
person who is supplied with electricity for his own use by a
distribution licensee or the Government or by any other person
engaged in the business of supplying electricity to the public under
this Act or any other law for the time being in force and includes
any person whose premises are for the time being connected for the
purpose of receiving electricity with the works of a distribution
licensee, the Government or such other person, as the case may be;
(10) “consumer dispute” means a
dispute where the person against whom a complaint has been made,
denies or disputes the allegations contained in the complaint;
