GENERAL
1.1 INTRODUCTION:
The Himachal Pradesh State Electricity Board (HPSEB) was
constituted on the first day of September, 1971 in accordance with the
Electricity (Supply) Act, 1948. HPSEB is responsible for promoting the co-ordinated
development of power potential, generation, transmission and distribution
of electricity within the State of Himachal Pradesh in most efficient and
economical manner. H.P. Govt. vide notification No. MPP-A(3) 9/91 dated
4.3.2000 has specified the Himachal Pradesh State Electricity Board,
having its head office at Vidyut Bhawan, Shimla-4 as the State
Transmission Utility (STU). State Transmission Utility shall operate the
State Load Despatch Centre (SLDC) at Shimla alongwith its two Sub-Load
Despatch Centres (Sub-LDC's) at Kunihar and Hamirpur.
1.2
OBJECTIVE:
The
Himachal Pradesh Electricity Grid Code (HPEGC) brings together a single
set of technical rules, for using the State Power Transmission System,
also referred to as STATE TRANSMISSION SYSTEM (STS), and provides the
following:
i)
Documentation of the principles and procedures which define the
relationship between the various Users of State Transmission System, as
well as SLDC at Shimla and Sub LDC's at Kunihar and Hamirpur.
ii) Facilitation of the operation, maintenance, development and planning
of economic and reliable State Power Grid.
iii) Facilitation for beneficial trading of electricity by defining a
common basis of operation of State Transmission System, applicable to all
the Users of STS.
1.3 SCOPE
:
i)
All parties that connect with and/or utilize the STS are required
to abide by the principles and procedures defined in the HPEGC in so far
as they apply to that party.
ii) HPEGC shall come into force at once.
1.4 ROLE OF SLDC:
The
State Load Dispatch Centre (SLDC) is engaged in the activities of
real-time operation of the Power System in Himachal Pradesh. Its functions
according to the provisions in the amended Electricity (Supply) Act, 1948
