With reference to the Hon.
Commissions letter under reference the point-wise / information reply is
accordingly filed as under:-
1(a) Transmission and Bulk supply application as
per Clause 1.2 of the HPERC Guidelines for Revenue and Tariff Filing
has been supplied separately vide this office letter No. HPSEB/CE(Comm)/SERC-2/2003-III-13777
dated 3.3.2004.
(b)(i) The following information against
Appendix-1 for preceding three years i.e. FY-2000-01, 2001-02 & 2002-03
are enclosed as Annexure-I
Form: 1.1(a) Original cost of fixed
assets
Form: 1.1(b) - Depreciation
Form: 1.1(c) Subventions from
State/Central Govt.
Form: 1.1(d) Written down cost of
fixed assets
Form: 1.1(f) Work in Progress
(Capital Expenditure)
Further, the Hon. Commission has pointed out
that information on form 1.1(a) and 1.1(b) has not been provided by
voltage class -wise. In this regard, it is submitted that the Board is
maintaining accounts as per chart of accounts prescribed by Central
Electricity Authority, which do not provide for maintenance of voltage
class-wise expenditure figures separately. However, the Board has
included out the study on voltage-wise asset costs & sales data also on
the directive (7.29).of the Honble Commission studied being under taken by
the consultant i.e. M/s ASCI engaged by the Board in addition to other
studies.
(ii) Information on Form 1.1(h) Domestic Loans
and Debentures for the year 2001-02 (Annexure-II).
(iii) Information on form 1.3(b) cost of purchase
of energy for each plant/ interface point for the year 2004-05 has been
supplied with the Transmission & Bulk Supply Application filed
separately.

(i) Information on Form2.1 (Expected Revenue at Tariff
Charges prevailing in a particular year) for the years 2001-02 and 2002-03
(Annexure-III).

for the years 2001-02, 2002-03 and 2003-04(Annexure-IV).
(e) Appendix-5
(i) Information on forms 5.1 to 5.9
(Annexure-V).
(f) Five years Balance Sheets and Profit and
Loss Account (Annual Accounts) of the utility (audited, if not audited the
statement of reason) (Annexure-VI).
(g) Date on meter reading, billing & collection
efficiency for last three years (Annexure-VII).
(h) Reports on various plans as per clause-3 of
the guidelines ( Annexure-VIII)
(i) Performance indicators as per clause 3.1 of
the guidelines (Annexure- IX).

The Honble Commission has directed the Board to be implead Govt. of
Himachal Pradesh as a necessary party. It is submitted that the Board
cannot implead the Government as a necessary party. The Honble Commission
may kindly write to the Government at his level.
In addition to above the following
informations as directed are also enclosed:
i) Status of compliance of all directions issued by
the Commission in its tariff order for the year 2001-02 including the
details where the Board has filed appeals in the Honble Commission and
Honble High Court against the show cause notices/ orders of the Honble
Commission (Annexure-X).
ii) Details of loans taken /outstanding with names of
financial institutions/banks, rate of interest, terms etc. for all the
preceding years (Annexure- XI).
iii) The details of free power and the quantum of
energy wheeled for the Malana Hydro Electric Project through the
transmission system of the HPSEB with effect 1.7.2001 to 2003-04 as the
project had been commissioned on 30.6.2001 (Annexure-XII).
The Honble Commission is requested to approve
the tariff revision proposal for Distribution and Retail Supply at the
earliest.
